As India, the world�s biggest popular government, prepares itself for another general race with 9 million surveying corners, more than 800 million voters, and costing about $5 billion � Newton Kumar, a newbie government agent gets himself endowed with an assignment that shows up misleadingly basic: directing decisions in a remote town in the wildernesses of focal India. The brambles abound with Communist guerrillas, who have been pursuing a decades old war against the state, even as the indigenous tribals live with no entrance to territory pleasantries.
